Raees starts in Gujarat in the 1960s–1980s, where alcohol is prohibited (a “dry state”). The protagonist Raees, from a young age, gets involved in the illegal liquor (bootlegging) business.

He works under a local gangster Jairaj, then eventually strikes out on his own with help from another gangster Musabhai. Raees becomes very successful, building influence among local people, employing them, gaining their loyalty. Also he becomes entangled with politics, local power centers, and law enforcement.

An honest, upright police officer (ACP J. A. Majmudar) is transferred to the area and tries to stop Raees's illegal operations. This sets up a cat-and-mouse conflict. Later, Raees gets into deeper trouble when he's involved, indirectly, with a consignment that includes RDX (explosives) smuggled under the guise of gold smuggling. This causes major public danger. He is betrayed by those he trusted. Eventually, with no easy way out, Raees surrenders himself but is killed in a “fake encounter” by the police officer Majmudar
